About Us
The Independent Energy Producers Association is California's oldest and
leading trade association representing both the interests of developers and operators of
independent energy facilities and independent power marketers.
Independent energy producers include producers of renewable products derived from biomass,
geothermal, small hydro, solar, and wind; producers of highly efficient cogeneration; and
owners/operators of gas-fired merchant facilities.
IEP has been active
in representing the interests of the industry before California's regulatory commissions
and the legislature since 1982. IEP's primary goals are to safeguard the
interests of operating independent energy projects, and ensure that California remains a
healthy market for development in the independent energy industry.
IEP holds an Annual
Meeting which is open to the public. The Conference is centered around subjects of topical interest,
with discussion panels comprised of industry experts providing up to date
information.

Jan Smutny-Jones,
Executive Director
Mr. Smutny-Jones has represented IEP since 1987. Mr. Smutny-Jones has
been a pivotal player in the California restructuring efforts, market reform
and global climate change policy. He has served as Chair of the Governing
Board of the California Independent System Operator, and as a member of the
Governing Board of the California Power Exchange. Currently, he is
serving as a member of the California Air Resources Board’s Economic and
Technology Advancement Advisory Committee for Climate Change.
Mr. Smutny-Jones is a graduate of Loyola Law School and is a member of the
American, California State and Sacramento County Bar Associations. He
did his undergraduate work at California State University, Long Beach, and
has a certificate in Environmental Management from the University of Southern
California. He is on the Board of Directors of the Renewable Certification
Program “Green-E”. He also serves on the Yolo Basin Foundation.
Steven Kelly,
Director of Policy
Steven Kelly has been Director of Policy for
IEP since 1994. He has appeared before
the California Energy Commission, the California Public Utilities Commission and
the California State Legislature on matters affecting independent power producers,
including issues related to the restructuring of the electric services industry.
Prior to joining IEP, he served as a consultant to municipal utilities on legislative
and regulatory matters and has worked with local, state, and federal clients in energy
related matters such as electrical transmission, energy efficiency and conservation.
Steven served as a Congressional Legislative Assistant in Washington D.C. His
primary areas of responsibility were energy, natural resource, and tax policy.
Steven received a Masters of Arts degree in Public Policy, with an emphasis in
Energy and Natural Resource Policy, from the University of Colorado at Boulder.
He received a Bachelors of Arts degree in Political Science from the University
of California at Berkeley.
Amber Riesenhuber,
Policy Analyst
Amber Riesenhuber has served as a Policy Analyst with IEP since 2008.
As a Policy Analyst she has been engaged in global climate change policy and
renewable energy policy throughout California and in the West.
Amber completed her undergraduate work with honors at the University
of California San Diego and received a Bachelor of Arts degree in
Law and Society, with a minor in Psychology.
